Zelensky States He Lacks Explicit Defense Guarantee from European Partners

The war in Ukraine is approaching its fourth anniversary.

President Zelensky has stated that European allies have not given him sound guarantees that they will defend Ukraine in the event of a fresh offensive by Russia.

"I continue to pose this critical question to every one of our allies and thus far, the answer remains elusive a clear, unambiguous answer yet," he told reporters on midweek.

His comments come a day after Britain and France inked a statement of purpose on stationing forces in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is agreed.

However, comprehensive defense assurances have yet to be solidified. The US, which has been leading efforts to end the invasion, was reported to have abstained from signing such a pledge at talks in Paris on Tuesday.

Outcomes from the Paris Discussions

Following the negotiations in Paris, which included some three dozen nations that comprise the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the two nations would "establish military hubs across Ukraine" to deter future invasion, while French President Emmanuel Macron subsequently indicated thousands of troops may be sent.

Partner nations suggested that the US would assume a leading role in monitoring a truce. But the key issue of ceding land that Ukraine is being asked to grant to Russia as part of the peace proposals are continuing to be negotiated.

The Russian government has not yet commented on the announcement made in the city of Paris.

President Putin initiated a full-scale invasion of Ukraine in the early months of 2022, and Russian forces now occupies about one-fifth of Ukraine's land.

Zelensky's Shifting Tone

Sir Keir described the joint statement as "an essential component of our dedication to stand with Ukraine for the long-term".

He continued: "It establishes the pathway for the legal framework under which British, French and partner forces could operate on Ukraine's territory, protecting Ukrainian airspace and waters, and rebuilding Ukraine's military for the years to come."

Zelensky hailed that agreement as a "huge step forward".

A day later, however, he appeared less optimistic.

"I see the will, the political resolve, and that the allies are prepared, and the partners are ready to give us strong sanctions, powerful defense assurances," he said when asked if nations in Europe would defend Ukraine.

"But as long as we don't have such binding security pacts - formally ratified, endorsed by legislatures, backed by the U.S. Congress - this question remains unresolved. And even if they do, you still have to rely first and foremost on your own strength."

Persistent Challenges and Fighting

The Paris talks were also notable owing to the attendance of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.

One envoy stated the participating countries "largely finished" their work on agreeing security protocols.

Damaged Ukrainian infrastructure
Russia continues to strike Ukrainian cities and critical infrastructure nationwide on a regular basis.

Last week, Zelensky said a peace deal was "90% ready".

Questions of land and security guarantees have been at the forefront of outstanding matters for diplomats.

The Russian leader has consistently stated that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas or Russia will seize it, dismissing potential concessions over how to conclude hostilities.

Zelensky has so far ruled out ceding any territory, but has suggested that Ukraine could redeploy its forces to an agreed point - but only if Russia reciprocated the action.

Russian forces currently controls about three-quarters of the Donetsk oblast, and some nearly all of the neighbouring Luhansk. The pair of oblasts form the Donbas industrial heartland.

Attacks have been escalating against cities in Ukraine - particularly targeting energy infrastructure. Moscow is also achieving slow progress in capturing more Ukrainian territory.

Ukrainian forces have retaliated at Russian targets with drones, though with more limited success.
